I am not sure if that's the problem.
You didn't explain much about why users spend time on it is an actual problem and needs/worth to solve it.
Also I think Netflix has the algorithm to help users to select what shows they could watch next.
If that's the case, why would we want a brand new feature instead of improving on the one we already have (like/dislike/super like)? Or maybe polish something to make the algorithm better in order to provide a better experience?
